Returns a Performance instance for the given app.
Parameters
- app: ReactNativeFirebase.FirebaseApp
  FirebaseApp. Required.
- Optionalsettings: PerformanceSettings
  Optional PerformanceSettings. Set "dataCollectionEnabled" which will enable/disable Performance collection.
